Brief on Student Police Cadet Programme

  • The SPC is a school-based character and capacity building programme for the students of 8th and 9th standard to help them evolve as responsible and capable citizens of a democratic society. It imparts values to the school going students to make them responsible citizens. The programme intends to create a robust interface between police and school going students through involvement of volunteer police officers and teachers in schools for peace and public safety.
  • The Ministry of Home Affairs during 2016-17 initiated a nationwide rollout of the Student Police Cadet (SPC) Programme. It was decided that centre, through BPR&D, would develop a national level model curriculum and also conduct a training programme for Master Trainers in the States/ UTs. The States/ UTs will further train their officers in various Police Stations by using the services of these Master Trainers and model curriculum developed by the BPR&D. It was visualised that the SPC Programme will lay a significant foundation for a harmonious relationship between Police and the Community at large thereby helping to harbingers a peaceful and prosperous society.
  • The SPC Programme was launched nationally on July 21, 2018 by Shri Rajnath Singh, the then Union Home Minister at a Mega function held at Gurugram, Haryana. Approximately, 6000 Cadets from different States/UTs participated in the launch programme and, during the ceremony, the winners of the National Level Competition for SPC Logo, Motto, Theme Song were awarded.  SPC Curriculum/handbook, SPC Documentary, SPC Flag and Theme Song, prepared by the BPR&D, were also released.
  • BPR&D through 06 National level Workshops has trained 952 Master Trainers from States/ UTs.  As decided these master trainers, in turn, have trained other trainers in the states/UTs. In addition to master trainers, the states/UTs can also involve officials from various departments like sports, youth affairs, social development, forests, civil defence etc. who can also be trained by these master trainers.
  • The MHA has provided Rs 28.15 crore for  F.Y. 2016-17,  Rs. 38.45 crore for F.Y. 2017-18 and Rs. 36.46 Crore for F.Y. 2018-19 for implementation of SPC programme in the States.
